MOGADISHU (Somaliguardian) – Somalia’s federal government has announced the creation of a new regional state, escalating tensions with both the Puntland and Somaliland administrations, which each claims swathes of the disputed territory.
In a statement issued on Wednesday, the Ministry of Interior confirmed that the new entity—named the Northeastern Somali Regional State—was formed following a conference involving hundreds of delegates from the contested regions of Sool and Sanaag regions, and Buhodle town.
The delegates approved a regional constitution and formally endorsed the name and boundaries of the new administration, which includes areas currently claimed—and partially controlled—by both Puntland and Somaliland forces.
The Sool region, administered in part by Somaliland but also claimed by Puntland, has long been a source of tension. Similarly, the Sanaag region remains divided, with each side deploying forces across various districts. The newly declared state also includes Buhodle and its surrounding areas, where Somaliland retains a military presence in several border villages adjacent to Ethiopia.
The federal government’s move has triggered a sharp backlash from Puntland. Earlier this month, clashes broke out in parts of Sanaag region between Puntland security forces and local militias aligned with the new administration. Puntland has accused Mogadishu of fueling instability by backing factions opposed to its authority.
Meanwhile, Puntland and Somaliland—usually at odds—have reportedly held undisclosed talks in recent weeks, exploring the possibility of coordinated action in response to what they perceive as a shared threat posed by the new state.
The formation of the Northeastern Somali Regional State marks a new chapter in Somalia’s already fragmented political landscape. Analysts say its future remains uncertain, given the deep-rooted territorial disputes and shifting alliances in the north.
Somalia’s northern regions have historically witnessed complex rivalries, with Sanaag and Sool often serving as battlegrounds for influence between Puntland and Somaliland. How the new administration will assert itself in this fraught context is yet to be seen.
